Community Code Revision - UPDATE

NOTICE TO KINGSPORT RESIDENTS
May  2017
 
                  Over the past several months, the  Kingsport  Community Association (KCA) Board of Directors and the Covenants Committee has  discussed whether to make proposed changes to our Community Codes. It has been  almost 5 years since the last revision and we are sure there are thoughts and ideas about  how we can improve  the rules that  govern the way we continue to make Kingsport a desirable place to live. At the March meeting of the Board of Directors, the Covenants Committee was provided  the attached board-approved proposed changes to the Community Code for preparation and dissemination to the Kingsport residential community.
                  Under section 10.2 (a) and (b) of Article 10 of the Kingsport Community Constitution, this  notice constitutes the  beginning of the 30-days prior notice of the proposed changes to the Community Code. The notice provides you a reasonable opportunity to express your –views on the  proposed changes at upcoming Board meetings  or at the Annual meeting in June.
                  In a nutshell, the proposed changes   are as follows:
                                    Paragraph 2(i)(1)—addition of trampolines as examples of play equipment.
                                    Paragraph 2(q)—authorizing specific storm door for front of residences
                                    Paragraph 2 (t)—language concerning use of exterior  decorative objects
                                    Paragraph 2 (cc)(5),(6) authorizing specific storage sheds and storage bins
                                    Paragraph (cc)(7)—authorizing specific enclosures for trashcans etc.

                  All of the provisions of the Community Code are provided with this notice to provide you context and to afford you the opportunity to once again familiarize yourselves with one of our principal; governing documents. Additionally, it should be noted that the Design Review Guidelines which are used by the Design Review and Covenants Committee, will contain any amended provisions of the Community Code that are finally approved.
                 Please let us know if you have other thoughts or ideas   about the Community Code that would serve to enhance our ability to make Kingsport a rewarding place to live and grow in a congenial environment.

Are you allowing for doors that convert to screen?
There nice Andersen storm doors
And they can convert to screen, which is wonderful for spring and autumn.

See the "2017 Community Code Changes" message topic under "BOD Messages" in the community message board for more email comments. Comments here are limited. The message board allows for more space and additional features.

I agree with the comment on allowing front storm doors with screens. There are many available with full length screens without any cross bars to disturb the open look.

I do not understand why we must adhere to the original paint scheme on our houses. I feel an owner should be able to select his own color scheme and have it approved by the DRC. For example, the white trim color does not match the garage doors or window frames. I would prefer to see the trim in a bright white to match.

I agree with some of the commenters that screens on front storm doors should be allowed. Without the ability to have a screen the utility of the storm door is reduced such that it doesn't make sense to have one. What's the point if we can't employ screens in nice weather?

We have no issue with the following proposed paragraph changes: 2(i)(1), 2(cc)(5), (6) and (7).
Regarding 2(q), we support the recommendation to allow screen doors on the storm doors.
2(t), don't understand the use of the word "recommended" which does not make it a requirement versus use of the word required?

Recommend periodic reminders to the community regarding 2(b) in that "the person accompanying the pet is responsible for the removal and disposal of solid waster products". The community disposal sites are very convenient. This spring our yard has become a favorite "poop site" for some neighbors and pets. Not very neighborly and NOT iaw the community code!

There are a lot of new provisions that effect the neighbors. As few people can make Board Meetings to vote, how about preparing a Yes/No online voting option so everyone has a chance to weigh in on these. It should not be left to a few.
